Pensions Guide: State Pensions

To have a secure future with a comfortable standard of living after youve stopped working, youll need to plan your finances carefully. Pensions are becoming more and more important as people now live longer into their retirement. Lifestyles have also changed people often take out mortgages later in life than they used to, meaning that they may still have a mortgage to repay when they stop working. And as people are experiencing better health and longer retirements, they want to have a reasonable disposable income in order to enjoy more leisure activities in their later years. This is the first of two guides outlining the fundamentals of pensions. Itll help you understand more about state pensions and how they are calculated. The second guide focuses on private pension schemes. These articles do not constitute financial advice and should only be used as an introductory informational guide to pensions. For advice on how to plan your finances for your future, seek professional advice from an independent financial advisor. Definition First, back to basics what is a pension? Its a regular source of tax-free income for you to live on when you retire. As contributions towards your pension fund during your working life also receive tax relief, its a more tax-efficient than other methods of saving. The government department responsible for managing and administering state pensions and other pensions related benefits is The Pension Service, which is part of the Department of Work and Pensions. State pension The government provides a state pension, which can be claimed by men over the age of 65 and women over the age of 60 (although this will increase to 65 in line with the male pension age by 2020). Not everyone qualifies for a state pension, and even those who do will receive different incomes depending on their working history. Entitlement is calculated according to the number of national insurance contributions (NICs) you (or your partner/spouse) have paid, which are converted into qualifying years. Youll need to have worked and paid contributions for around 90% of your adult working life in order to receive the full state pension. If youve been out of work for long periods in order to bring up a family or look after someone, youll be compensated for missing NICs through Home Responsibilities Protection. If youve been out of work for other reasons and have been claiming benefits such as jobseekers allowance, or income support, the government will have paid your NICs on your behalf for the period(s) in which you claimed benefit. The minimum you need to get the basic state pension is 25% of the qualifying years. If you have anywhere between the minimum and maximum amount of qualifying years, the amount you receive in your state pension will be adjusted in relation to how many qualifying years you have, so the more you have, the better. Those who have less than 25% of qualifying years wont be able to claim any state pension at all, although there are other government pension benefits to assist those on low incomes in retirement, such as pension credits or the Over 80 pension. Additional state pension schemes In addition to the basic state pension, the government has a top-up scheme to enable people to increase the amount of pension income they receive. SERPS (State Earnings-Related Pension Scheme) Until April 2002, SERPS was the governments second pension scheme, which allowed anyone earning more than 75 per week to make additional NICs. The level of NICs paid was earnings-related. However, the government deemed SERPS unfair on people with low incomes and those with big gaps in their employment history, so it was crapped and replaced with the Second State Pension in 2002 with the aim of allowing everyone to save more for their retirement. SERPS gave the option of contracting out, which could be done for one of two reasons: in order not to pay the additional NICs, or to put the additional NICs towards a private pension fund. Second State Pension People who were paying into SERPS will now be paying into the second state pension and may therefore receive their additional state pension from two different sources when they retire. The Second State Pension is still linked to earnings. However, its calculated in a way that provides better support to those on low incomes, or people who dont have constant work because of illness or disability. In these cases, the government tops up their credits to a flat rate of 12,100, so they will receive NICs as if they had earned an annual salary up to this amount. As with SERPS, its possible to contract out of the Second State Pension, either to stop paying the additional NICs or to put them towards your own pension fund. Herbert Gintis: The Flip Side of Altruism

By Chhavi Sachdev Economist Herbert Gintis studies why people do the things they do using game theory and mathematical models. An emeritus professor at the University of Massachusetts, Gintis has also taught at the Santa Fe Institute and Barnard College. The author of Game Theory Evolving and co-author of the forthcoming title, The Cooperative Species: Human Sociality and its Evolution, Gintis believes that most people are predisposed to cooperate and be altruistic, and they arent even aware of it. Altruistic tendencies have a nastier flip side as well, but thats all part of what makes society work, according to Gintis. How did you get interested in studying altruism? I studied all of the behavioral sciences biology, psychology, sociology, political science, economics, and anthropology and I thought that it was crazy that these fields could have completely different theories of how people behave. Not only different, theyre contradictory. Were part of the Network of the Nature and Evolution Process. About 18 people work for it economists, biologists, anthropologists, psychologists. We use the experimental game theory to see what people want to do, what their preferences are. What have you found about human beings and their preferences? Economists have a model of choice thats called the rational actor model. It generally assumes that people are selfish. In fact, thats a very important part of it. And one of the things we wanted to do is test whether or not that is the case. We found out that it is not the case. Its a rather very interesting phenomenon: People tend to be predisposed to cooperate with others at a cost to themselves as long as others will also cooperate. And people are willing to punish others when they do not cooperate. The reason humans are so successful is normally attributed to the fact that theyre smart. The reason theyre smart is because humans operate in complex groups. The reason they can operate in complex groups is that they have strong reciprocity: Not only do they share, but theyre willing to punish non-sharers. If you look at the whole range of social species, you find that punishing is very important. Take bees. You always think of the hive as the big social collective, everybody does what theyre supposed to do. But thats not true. Workers often try to lay eggs, even though only the queen is supposed to lay eggs. If workers lay eggs, there are other workers that run around, eat the eggs, then punish the workers that laid the eggs. Wherever you find cooperation, youll also find punishment. Think of your own body. Each cell has its own self-interest to multiply. Why dont they go berserk? How do you get cells to cooperate? The answer is, you punish cells that dont cooperate. As far as we know, there is no other vertebrate species that punishes. Humans are by far the most social vertebrate species and we argue that thats why humans are so cooperative. How do you define altruism? In your work, you speak of reciprocity. What is that? An act is altruistic if it benefits another at a cost to yourself, where there is no possible mechanism whereby you could gain even in the long run somehow: Long term benefit to someone else with a long term cost to yourself. We call that altruism. By the way, it could be a long-term benefit to a group at a long-term cost to yourself. We want a definition of altruism that isnt subjective and also extends to animals. There is altruism in animals. It almost always depends on kin groups that is, youre nice to your kids, which is a biological objective. There are really two types of reciprocity. Generally, before the work we did, reciprocity meant I help you if you help me. And that, of course, is not altruism. What we study strong reciprocity is a predisposition to cooperate, even when its costly, and a predisposition to punish violators, free riders. The problem with the term altruism is that there are many forms of altruism. For instance, unconditional altruism is where I help others no matter what. I just help. Thats altruism, but its not strong reciprocity. Mostly people think altruism is goody-goody or warm and fuzzy. But, the biggest part of making society work is needing to retaliate, wanting to hurt people who hurt you. Its much more important than the precondition to cooperate, because if you dont have punishment, you cant get cooperation. Strong reciprocity can be cooperation and conditional punishment. So, we believe the heart of altruism is not only the willingness to cooperate and help empathy and caring for others but also this negative side of human nature: retaliation or retribution. Let me give you an example that you would not even think is altruistic normally, but is: road rage. What exactly do you mean by road rage and how is that altruistic? Pathologically, its when somebody behaves badly on the road and you shoot them. Usually, though, when people drive through a yellow light or are in a wrong lane, people honk their horns, shake their fists at them. Our argument is that this behavior of getting angry at another driver, who youre never going to see again, has strong reciprocity. It helps keep people honest. If you dont drive the proper way, some guy honks his horn and you feel humiliated; youve done a bad thing and you got caught. But he didnt do it because he cared about keeping people honest. He honked his horn because he was pissed at you. This is true in subjective altruism. By honking your horn or yelling at someone for doing a bad thing, this is an altruistic act. It might have cost you something, not much. But it keeps the rules of the road going. It keeps people honest, so its an altruistic act. Youre upholding the norm of fairness by hurting someone who was unfair. But you didnt do it because you wanted to uphold a norm for the group. You did it because you were angry at the guy. What about when people do something spontaneous and show genuine feelings of empathy? Our argument is that everybody is altruistic. But for most people if the cost gets sufficiently high, they stop being altruistic. We argue that everyday life has little bits of altruism all over the place. Theyre generally not that costly, but theyre extremely important. For instance, when I go on an airplane, everyone is nice to each other; theyre never going to see each other again. Why be polite? You can imagine if you put chimps on an airplane, it would be a total disaster. Why go through these little amenities: Can I help you with your bag? Let me move for you. Let me get up so you can get out and go to the bathroom. Think about it. If you put a bunch of sociopaths on an airplane, it would be a disaster. But these little amenities, in everyday life, we tend to help each other even if it doesnt cost that much. This makes society work. It may be that you really care about the other guy, and very often thats the case. Human beings notion of empathy is very strong. And thats what altruism is. Its wanting to help people at a cost to yourself but also punish people at a cost to yourself when theyre behaving in an anti-social manner. And then the question is, how can human beings be this way? No other species is like this. And thats where the biology comes in. You have to show that groups in which you have a strong reciprocator, an altruist, will do better than groups that dont have altruism. Is that how game theory fits in? The main thing game theory does is provide a methodology for experiments. After that, youve got all the biology, genetics, sociology. But game theory pervades everything we do. Theres a whole theory on that called behavioral game theory. Tell us about your recent findings on how altruism is transmitted. Were basically very hard-nosed mathematical behaviorists. We take the economic model of the rational actor and we put it through the hoops. Sociologists have a concept called socialization, which means the internalization of norms, which is completely opposite from every other behavior. Theres no such thing in biology or economics or political science or anthropology. It seems to me that the principle of socialization was one of the established behavioral universal principles in academic sociology. What we propose is that human beings have this capacity to be programmed. Humans are the only ones where humans can want things just because they were socialized to want them want to be fair, want to share, want to help your group, want to be patriotic, want to be honest, want to be trustworthy, want to be cheerful when they are costly to our selves. If youre honest as a principle, thats good for everybody else and it costs you. So being honest is part of strong reciprocity. Where does this come from? Within a complex society, the general approach to this is gene-culture co-evolution. In biology, you get genetic information. In sociology or anthropology, you get cultural information. But really, in human society, they go together. Genetic evolution leads to culture. In that culture, given strong reciprocity, you can be rewarded for being nice or for cooperating. So cultural evolution can lead to genetic evolution. Human beings become nicer and more reciprocal and more honest. So, you get this whole dialectic back-and-forth between cultural evolution and genetic evolution and the product is human beings. As a result, you get this very complex society, where if individuals dont learn to share or learn to be honest, the system punishes them. People who are programmable, then, are more fit than people who are not programmable. So in that context of programmability, socialization the internalization of norms becomes the interest of fitness. If you brush your teeth because your parents told you to or you turned the other cheek, because in the long run that pays off, then you are more fit than your neighbors who are sociopaths. The interesting thing is, once you get people who are programmable, you can program them to do a lot of things, even things that arent in their interest. You can program people to be honest, even when its in their self-interest sometimes not to be honest. A lot of people wont be honest. By programmability, you can get people to be more altruistic than they would ever be if they were self-interested. Now we have all these suicide bombers. Thats completely obvious. You get these people who are programmable and you can program them to be willing to commit suicide. You could never do that to an animal, not willingly. Our argument is that this is one more kind of collective social mechanism that allows us to cooperate. People dont like to see others suffer. After 9/11, you saw in NYC, the whole city rise up, people helping each other. Its just a spontaneous empathy. Empathy itself is the result of gene-culture coevolution, because, again, people are empathetic; They help in the short run because they feel like it; they feel good helping. But in the long run it helps them because people help back or some phenomenon allows empathy to be fitness enhancing. I think thats more important than what they were taught by their parents. Fighting Fat at Fifty!

By Dorothy Blake OK- I woke up one morning a few months ago and found myself at the HALF-CENTURY mark! I am middle aged and fat. I am obese!! HELP!!! The struggle with a weight problem has been a constant most of my life, even as a child. It didnt help that Hubby presented me with the first of many birthday gifts to mark this special milestone-CHOCOLATE CHIP PANCAKES! Yes, he was trying to be sweet. But, I sometimes think he is killing me with kindness. Does your spouse/partner do this, too? Is he/she an enabler, meaning part of the problem, and not part of the solution? However, I cannot blame him. This problem started in childhood. It is MY responsibility to change this scenario by eating less, exercising more, and cutting out sweets and starches. When a person becomes 50 years young, they are not exactly at the age in which the bodys metabolism is a bullet train. The metabolism is more like the Hooterville Cannonball, from Petticoat Junction a popular 60s show that most of us Baby Boomers grew up with. So, the trick is to give the metabolism a boost by including exercise in the daily routine. This can be as simple as walking the dog in the morning or in the evening- or both! Swimming is a good exercise for anyone, especially those who are obese. The stress on the joints is less than walking or running. I live in Florida, and am blessed with an in-ground pool which I can use almost year-round. Yoga is also good for those who are just starting to get back into shape- gentle asanas yogic positions- first thing in the morning help to focus the mind and energize the body, as well as getting the kinks out from being in a sleeping position. By Lisa Robbin This simple, yet elegant table centerpiece is a great way to make a fancy “to do” at each table, without breaking the bank. This is so easy, even a child can do it! I had my 8 year old son help me. For my own wedding, we picked up stemware at our local thrift stores. The idea wasn’t to have every table look exactly the same, but rather for each table to be a variation on a theme. If you’re looking for a more unified appearance, please make sure your count is accurate and buy everything you need at once, to ensure colors and shapes match. For each centerpiece, you will need: 1 wine goblet, or other stemware 2 pieces of tulle 9-12″ in width (either square or circle) 2 contrasting curling ribbons approximately 10-14″ long 1-3 tea light candles (the 7-hour floating type)or other floating candles, depending on the width of the glass water 1. Stack the tulle pieces. If you are using square pieces, turn one of the pieces so that you have an 8-point star shape. It will add more visual appeal to the finished project. You might consider using 2 diferent colored pieces of tulle to add a more dramatic appearance. 2. Center the glass on the tulle. We’re about to tie the tulle around the base of the glass, but before we do, we need to get our ribbons ready. 3. Take the 2 lengths of ribbon and pull them together. Make sure they are not twisted. You want one color on the “inside” and the other on the “outside” so that when we tie them around the stem of the glass, we have a beautiful contrasting mix of color. 4. Pull up the tulle and secure it in place with the ribbon. Tie a knot to secure the ribbon to the stem. Now make a bow and pull the ribbons apart so that your bow has more volume. Curl the ends of your curling ribbon and arrange the curls around the base of the glass. 5. Fill your goblet with water. You might consider coloring your water with a bit of food coloring to match your wedding colors. 6. Float the candle(s) on top of the water. Light the candles as the reception begins. Look for long-burning floating candles. You don’t want your candles burning out just as dinner ends. A single candle floating on water will gravitate to the edge of the glass. Try to find glasses big enough to float 2-4 candles safely. Too much heat may damage fragile stemware, so use caution. For a more elegant look, arrange goblets of different heights on the same table or change the level of the water in each glass to create the illusion of height. You can also decorate your tulle with beads, or find tulle that is already adorned with sequins or beads. Use your imagination and create something perfect for your special occasion. By Sharon White What do we assume under word teach? Teaching is the activity of causing students to learn something. If we defineteaching as transferring knowledge, excellence in teaching isexcellent dissemination of knowledge. The quality of teaching willthen depend on the quality of the knowledge transmitted, and the wayit is transmitted through syllabus design, readings, handouts, andlectures. Most of the cases in our society in teaching are based ontransferring the knowledge only. Defining teaching as facilitatelearning it implies that while considerations of knowledge transferare no doubt important. They are valuable only in relation to thequality of learning that they trigger. If the teaching activities donot result in learning, there has been no teaching. Likewise, if thelearning is lacking in quality, the teaching is unsuccessful to someextent. Finally, there are modes other than that of knowledge transferwhich can play a more effective role in the triggering of learning.Hence, an excellent teacher needs to go beyond excellent lecturing orexcellent knowledge dissemination. So it is obvious that an effectiveteacher must have multiple roles in the teaching profession. Thispaper outlines the multiple roles of a teacher and how well it can beimplemented, (using a 2 questioner, in appendix 1, I have assessed thedifficulties and roles) the shortcomings and solutions of theseproblems. Multiple roles of teacher According to the two interviews I had with the two teachers, I foundthat some of the teachers are finding it difficult to deal with girls.One teacher has said that it is difficult to understand the feelingsand behavior of girls. Others find no difference in dealing withdifferent sex of the students. A teacher has reveled that there aresome differences between boys and girls, like concentration to thelesson while the other finds no difference in it. Both the teachers I have interviewed have agreed that there is nodifference in the abilities of the students of different sex, but theyagreed there are students of different abilities irrelevant to the sexand they have found some ways to help the weaker students. Both theteachers also agreed that there are differences between the studentsof different social background and others and they said that socialand family background of the students are very important and itinfluences the student. School culture and administration, according to one teacher, helps andgive moral support to the teachers to teach their best. The otherteacher doesnt find any importance of dealing with theadministration. Commonly both the teachers have said that there is noimportance of dealing with the community. This is one of the aspectsthat show the teachers are lacking some of the important roles withthe community. It could be the relationship between the parents orwithin the school staffs. At various times I have heard the role of a teacher likened to one ofthe following: planner, executive, manager, care-giver, psychologist,counselor, instructor, advisor, communicator, motivator, andadministrator. But the basic role of a teacher is to teach, and thisinvolves the facilitation of learning and learning skills. In oursociety teachers do teach in their own specialized field, with theirway of teaching. But being a teacher there are some important rolesand responsibilities he/she should look and concentrate on it, whichapart of traditional way of teaching. The teachers in our schools arenot that much aware of the multiple roles they may have to follow orthey have some constrains to follow or to make these roles. In most ofthe cases teachers do self analysis and try to improve their teachingyear by year, by modifying the schemes of work, guides and the lessonplans. Some of the teachers fail to maintain proper records, which isvery much essential to build the profession in the right way accordingthe roles of the teacher. This might lack the teacher to handle someof the important issues of the students and the management. An idealteacher must be very organized by keeping the necessary records. There are few teachers who thought that their main role andresponsibility is to just follow the rules and regulations of theschool and to teach the students in the prescribed hours. Obviouslythis view is different in the modern way of teaching. Most of theschools, the management will provide proper guidance and enoughmaterials to teach in an effective way. Teachers are needed just toimplement proper environment, where learning can take place. Most of the time teachers are able to take the class if they are wellprepared and the when class is normal. Certain circumstances the classmay not be normal due to various reasons. In these situations theteacher should be a good communicator and a capable councilor. If theteacher fails to have these two essential roles in a disturbingsituation definitely it will create misunderstandings and troubles inthe class and will not be able to archive the target objectives. Mostof our teachers are lacking these roles as they have alternatives likesending a student to the office. When a teacher faces a behavioralproblem, it is more effective to solve these problems personally withthe student, instead of taking it in to the school management. Ithelps to build a strong relation with the student and will develop theskill of counseling and effective and argumentative communicating ofthe teacher. Teaching is a skill which combines the roles and responsibilities withthe personal behavior. Different teachers have different personality,since some of the roles are dependent on personality. There are fewdifferences in the roles of different teachers. One teacher hasrevealed that the roles are the just the activities he does in theschool while the other teacher describes the roles of a teacher as aroles of a responsible parent. So there are quite big differences inthese roles according to these two teachers. Some teachers arethinking that the role of a teacher is fixed and limited according tothe rules and regulations of the school and they are doing just themanagement asks them to do, nothing more and nothing less. So we canconclude that there are few differences in the understanding of theroles like constructive self analyses and to be a learningfacilitator. Teachers who think that the management is a restrictionor barrier to perform the multiple roles, have the idea of controllingthe students in the traditional ways; by shouting and beating them,but those teachers who think that the management is an essential partof their teaching profession. These teachers control the students bypersuading them to the lesson. They also think that a propermanagement can improve the ways of teaching by giving constructivefeedbacks to their lessons. An ideal teacher is expected to perform various roles as thisprofession is not only based on a single character. Different rolesare different aspects that a teacher has to maintain and developthroughout the career. The most fundamental role of a teacher is toexpand self knowledge through constructive self analysis according theneeds of the developing world. This includes personal motivations,believes and values, needs and feelings, ethics, limits of personalresponsibility and the power of personal modeling. An efficientteacher must be the one who has real concern about the self analyzingroles. To teach in the modern way or to stand in the right track ofthe teaching profession, the teacher needs to be a good researcher.He/she has to know what is going on and what are the things has to bedealing with and what are the new inventions and innovations in theirfield. The new contents which might need to teach in the near futurehave to be acquired well in advance to concentrate properly. Forinstance subjects like Economics, the teachers are required to havemost recent information about the changing world economy. Teaching is a life long learning process. One of the teachers hasrevived that they are learning every day by teaching the students.This is obviously true since each student is different in behaviorand the way and of learning. Among the teachers they have differentlearning styles. Once a teacher recognizes learning style-preferences,he/she should be better able to recognize his/her students. Modern teachers are agreeing that the teacher should be a learningfacilitator. In earlier days teachers are solely depend on the view ofimparting the instructions from one head to another. But now this viewis out of date. Moreover concerning on the view of impartinginstructions, teachers should be acting as a learning facilitator.Students must be able to think their own; they should raise their ownideas and should be creative. To be a successful learning facilitatorthe teacher should be empathetic, warm and caring and a provider ofspecific, descriptive, and nonjudgmental feedback. Teachers alsoshould be positive and respectful to others, open and genuine, acapable communicator, and interested in enlarging the students ownknowledge and productively introspective. With these qualities theteacher can be an effective learning facilitator. Even though we are interested in acting as a multi role teacher thereare some constrains that the teachers are facing in the society or inthe schools. To be a researcher or to stay updated, it requires a lotof resources. But due to various reasons some schools are unable toprovide enough resources to the teachers to stay them up to date.Another major constrain, which is very common in our society, is thefamily problem of the students. Students are from broken familiesnormally creating problems in the class. Teachers are facing problemsto deal with such students as there are no one at home to support thestudent and the needs of the teacher. Teachers need proper supportfrom the parents, as one teacher describes the role of a teacher as aparent.
